Toggle End Name

Description:  Some Fortran constructs can be named by specifying a user-defined construct-name at the begin-statement of the construct. For some of these nameable constructs, the construct-name in the end-statement (from here on referred to as the end-name) is optional. For all others, this end-name is mandatory. The toggle-end-name refactoring is designed to automatically add or remove the end-name of a nameable construct, provided the end-name is optional (with several exceptions).
